Kenny, an attorney, said it was important for the board to take some disciplinary action against Chan and Meador. Share story. By Lynn Thompson. Lynn Thompson: lthompson seattletimes. On Twitter lthompsontimes.

He said the rules are in place to ensure openness and transparency in public business but also to protect the integrity of the governing body. The two insisted their remarks, caught during a break in a public meeting, were meant as jokes between old friends. At the same March 7 meeting during which Chan and Meador made their comments, interim human-services Director Bill Kolden presented a report on the recruiting process to fill vacant paramedic positions as well as an issue paper on long-term staffing.

Kolden, who spent almost 30 years in human resources at the city of Seattle, said he expected to make a brief presentation on the reports.

Instead, he said, the commission spent an hour discussing the content and criticized him for a lack of data in what he said was supposed to simply raise issues for long-range planning. He resigned the next day. He said the board is a policymaking body, and that the day-to-day operations are the responsibility of the fire-district chief. And he said the recruitment of a diverse workforce remains a challenge.

Of the uniformed firefighting employees, just 10 are female and eight are racial or ethnic minorities. The controversy over the offensive remarks is giving pause to efforts underway to merge the fire district with Lynnwood Fire Department.
